I'm not sure if this meets the "major decision" criteria as it's a personal choice, not hugely different from his father's choice. However as Tyrion mentions, this "ends" House Tarly (except for a certain sworn brother of the Night's Watch) and Dickon steadfastly makes it over the protest of everyone else there. -nyan
