This is a separate command than turning over the castle was, so it should be a different betrayal. Plus, none of the other soldiers are getting arrested. Edmure knows arresting and turning over the Blackfish could result in his uncle's death while the rest of the soldiers are free to continue to live their lives. This is a significantly different betrayal than the others -cfitzgerald

The commanding Tully officer clearly had a surprised/shocked look on his face when Edmure gave the order, so it seems there was some (however misguided) trust that Edmure was still firmly on Team Tully and not a Lannister lackey (dat alliteration ?). -nyan
