Was this a joke? It seemed like the point of the line was to counter Varys' analogy while sticking with the metaphor. (And I assumed he meant shaving the face since Varys is very much beardless. Again, I don't think that this is actually an insult or a funny line. Just a continuation of the metaphor being used in their conversation. Varys is likening making risky deals to shaving and Tyrion's response is to point out that Varys rarely takes risks, i.e. doesn't shave, while Tyrion has been making risky deals and choices (shaving) his entire life -cfitzgerald
